Franklin County Bans Living in Tents, Campers, Motor Homes

FRANKLIN COUNTY, Mo. (KMOX) - From now on, residents of Franklin County must have a solid roof over their headsor risk getting a fine.

Franklin County planning director Scottie Eagen says they were getting complaints that people had been getting around residency rules by using a tent, camper or motor home as their primary residence.

That practice is now banned county-wide.

“We still allow mobile homes,” she says. “We still allow manufactured homes and modular homes. It’s just living in something that you don’t necessarily have the sanitary sewer that you need, or the water that you need.”

To outsiders it might seem strange that such an ordinance was even necessary, but Eagen says it had become a real problem.

She says up until now they had been allowing people to live, say, in a motor home for up to 90 days on land that had been zoned “agricultural non-urban.”

“They would live in it for 90 days, move to another lot next to this one, live it in for 90 days, move to another lot,” Eagen says.

She says enforcement was difficult, but the new ordinance will clear that up.
